Moving 'Categories' carousel?

Is there any way that as an administrator I can move the 'Categories' carousel from learners 'My Learning' tab to the top of the 'Learner Library' tab?

To me, it would make more sense there. Particularly if ultimately we end up having a long list of categories (it'd be a quicker way for learners to jump to a category instead of having to scroll vertically past every category's carousel.)
