Can I re-enroll a failed learner?

    I cannot advise on this but I can suggest how to avoid. If the goal is for the learner to know the content, in Settings, do not select "Limit Attempts". This way the learner must continue to take the course until they pass. Bridge Support is excellent at problem solving so hopefully you no longer have this issue because they helped you to resolve.
