How do I limit quiz attempts from an uploaded SCORM file?

I have tried to upload SCORM 1.2 and SCORM 2004 file types. Both allow users to continuously attempt the quiz regardless of pass/fail. I have set the number of attempts to 1 on Bridge but users can get back into the quiz if they choose. It would be very helpful to limit attempts to 1 so that quizzes cannot be taken multiple times unless the author "resets" the quiz. 

Has anyone come across this before and found a solution? The response I am getting from Bridge customer service is the SCORM software settings are the problem. However the software attempts are set to 1.

  I would upload to a different LMS like SCORM Cloud (which is free) to test how that processes the course. If it also doesnt limit attempts, the problem definitely lies with the SCORM file. If it limits attempts then the problem lies with Bridge.
