Manager/Admin: Add course to a learners "my learning" without it being "required"

    I would really like to see the ability to add a course to learners "my learning" without it being "required" but rather optional. The current state is an admin has to -if not in learning library(which our courses that have limited licenses are not) add the course to learning library momentarily then masquerade as learner go to learning library and then enroll. Then remove from learning library.


    Additional use case: I had a training I wanted to push out to a group. I wanted to give them the option to take it. I as an admin have no way to do that. The only way i sort of accomplish that is by sending that group the link in a message but then there is no good way to track who was invited to the course & the users in the group if they lose the email don't have a good way to access it when they would want to take the course.
