Our staff would like to learn more about how to utilize the Office Suite (i.e. Excel, Powerpoint, etc). Can we just create a course, adding the links to the Microsoft sites that offer the free tutorials? Would this be a copyright violation?
As long as you're linking to the outside content and not claiming it as your own and disclaiming that your company doesn't claim any rights over that content, then you're good to go. Since you're not publicly distributing or reselling content made by others or misusing a product license by Microsoft, you're good to go there as well.
LinkedIn Learning and Lynda have excellent training content for Office Suite available, it might be worthwhile exploring the Lynda Integration with Bridge for your learners. Microsoft even links to LinkedIn Learning on their site for these courses and there is a free trial available.
Cathy, without weighing in on the copyright aspect, you can embed content in Bridge courses from Embedly content providers by following the instructions in How do I embed content in Bridge? and What content can be embedded in Bridge? As Raheel Alam notes, linking directly to external content can be accomplished with hyperlinks: How do I create a hyperlink in a course?
