I'd like to create opportunities for learners to ask questions along the way and to comment on each others' answers. Is that possible? And if so, is "enabling comments" on a course's page the best way to do so?
Yes, enabling commenting on a page accomplishes your goal. I just tested it and have attached a snapshot. It looks like you can't reply to a reply but the ability to "Upvote" allows people to agree with a comment it seems. But you can easily collect comments in this way.
As an aside, if you want to allow commenting on videos in a course, Arc does that beautifully and it adds a bit of interaction to otherwise static videos.
