How can we ensure that a learner watches a video in its entirety before moving on or clicking continue through the course without actually reading the material?

This is a discussion I have had many times. You can put the course in SCORM and add a timer to the specific slide. Ultimately, you have no control over what the associate does with that time though. Sure, they could watch the video, or they could be doing something else and waiting for the slide to time out.
Being mean and heartless, I like to follow up critical content with a challenging quiz. I break the quiz up throughout the course, make it comprehensive, and throw in a ton of variables. The result is that if an associate tries to fast track it they often spend more time on it than if they would have just watched the video/read the content to begin with because the quiz is so hard. Muhahahahahahaha!
