create a program that does not required completion of all offerings

We would like to create a program that does not require a person to complete all of the offerings in the program.   For example, our supervisor certification contains four required categories of offerings and four elective categories (I would see each of these as program).  Within each category there are between 2 and 11 offerings.    Supervisors are required to complete 1 offering from the each of the required categories and four from the elective categories.   

 

Currently a program required a student to complete all offering in the program.   We would like to have a program that can be set to require x of y (e.g., 2 of 4 or 3 of 11).
