Let's see if I can help. The first question is are notifications enabled? In Bridge, click on the Application Switcher, go to Admin, then Account Management, and check Notifications. Make sure Send Email Notifications is turned on, as shown below.

Learners can have their account set not to receive notifications, so I would double check and make sure users that are experiencing the issue haven't been opted out of notifications. I believe there's a report in Download All Data that shows who is opted out.
If none of the above resolve the issue, the next step is to get with your IT team and see if the email is being blocked. We had this issue on one of our teams. They tightened down their security and set everyone's email account to not accept external emails. The result was they weren't receiving notifications from some of our partners, like Bridge. We had to get them to 'whitelist' Bridge's notifications for those messages to come through.

I was able to resolve this issue.

My issue was related to cookies. Once I logged into my account incognito I was able to see the option to 'resend invitation'. For some reason this wasn't an option until I went incognito. Now everything works as intended.
