What permission(s) do I need to assign to someone to allow them to reset a user to be able to take a course?
To make sure I understand, are you saying that the user got a passing score and you want to re-enroll them (wiping out the old records) so they can take it again?
Also, is it a manager that's wanting to do this or an admin?
These things make a difference in the settings and the approach you would take.

My hunch is that this permission is attached to Unenroll Learners because we see Admins and Account Admins with this permission. So you could make this person a full fledged Admin or you could create a custom role using Admin as the basis. I don't recommend changing your default Admin role as this can get sticky.
I've stumbled into many bad practices over the years, so my only other suggestion is to carefully think through the best way to resolve the need. Usually reassignment is indicative that the initial training wasn't effective, so I always get a bit twitchy about reassigning a course. If it didn't work last time, why will it work this time? I would also recommend running a training report to back up those records prior to the reset, which is why I would be hesitant to hand out this permission.
We do have a custom role we created called Reporting Admin. This role currently can't reset learning, but occasionally it comes up as something we might like to change later on. The intention of the role is to allow limited admin access to create reports when requested.
Thank you for your response. I completely understand your concern about why reassign a course if the learner did not pass the first time. This is more an issue with a course not behaving the way it was designed, I.E. jumping screens, skipping questions on a quiz, etc. I may not always be available to reset a learner and wondered what would be necessary to allow that learner’s manager to reset the course for them.
I have taken a look at the table you mentioned in your reply and will use the manager role for what I am looking for.
I would still suggest creating a new role. If you add this to the Manager role all of your Managers will have this permission. I'm not sure if it can be separated from marking complete, so I would also advise testing the role before handing out the permission.
