I am stuck trying to create a custom permission role for an admin, and need to know which specific permission allows them to view the insights application for the domain?
After playing with this for quite some time, it seems that the "View Admin Dashboard" option is the one that makes the Insights application available. However, if the role doesn't have sufficient rights to view other items, the user will click on the Insights application and it won't do anything.
So, I think the answer to your question is that it is a combination of rights that makes the Insights application both viewable and functional. I think you'll just need to go through the permissions and decide what the admin needs to see and have access to and make sure they have sufficient permissions to view, export, and download things in their role to make it all work.
How I have done this in the past is to base the custom role off of the admin role and then go through the permissions and remove anything that I feel like is more than they need.

I have tried everything I can think of to make a custom role with reporting privileges. Presently, the only role that can view the Insights tab is the default Account Admin role. I even tried creating a custom role "based on" the Account Admin role (using the "based on" feature); although the Insights tab now appears as an option, nothing happens when I click it. Super strange!
