Several staff resigned during the calendar year and were deleted from current learner's record. However I need to view the training records of these learners. Is there anyway to do this?

I recently had to find the same information. If you only need to view, it's easy. Printing is a little more difficult. To view, go to the Admin panel and select Users & Permissions. You will then need to use the filter option on the right when you do the search (see below). The users should all appear there. It will look just like when you search for an active user.
Here's the tricky part. If you use auto CSV, you have to use the data dump to save or print their information. From my records with support, non-auto CSV users may be able to restore the user temporarily and then use the completed learners report from Insights to get the info. If you follow me in the community, you will see that I have said multiple times how much I dislike the data dump. We use auto-CSV so that was our only option.
The users will be in the users.csv. You will have to match up the user with the Bridge ID. It's actually easier to get the Bridge ID (for me, anyway) when you search for the terminated user in Bridge instead of using the users.csv file. When you search them in the terminated user list, you'll see a number in the URL, that's their Bridge ID number. You can confirm it with the users.csv file as well if you want. Then compare to enrollments.csv for courses and program_enrollments for programs. You can manipulate those two spreadsheets into a training record if you need to save it. This is much better than a series of screenshots if you need to record the data.
Does it show live sessions or just courses? (I'd look if up, but I don't have that level of access)
I just tested it out to see. You can find courses, live training, and checkpoints. It looks just like the training record before the person left when you search for them by name.
This is a feature we desperately need, as well.
