Is there a way to assign the same agenda item to multiple 1 x 1 agendas? For example, a topic that a manager wants to be sure to ask of all employees in their 1 x 1s but not in a team setting?

The way you handle this might depend on your role and what permissions you have. You can't really set any default content in all agendas, but you can provide info that could be pulled into all agendas. We actually had a conversation about templates and defaults where I work just this week.
If you are an account admin, you can manage the 1-o-1 question bank. Instructions for doing that can be found at How do I manage 1on1 Settings for an account? This question bank will allow you to create those specific items that you want all managers/employees to discuss. Be sure you also select the setting to allow the question bank. They will still need to pull the question into the agenda as an agenda item, but once the item is pulled in, it will stay on the agenda, even after completion, as long as the item isn't archived. You can learn how to pull it into the agenda at How do I add an item to a 1on1 agenda as a manager? I would actually provide that guide to the managers as well so they will have it for reference, especially in the event that they ever archive it if it is a recurring item you would like discussed at each 1-o-1.
We're new to Perform, but I really like how the notes that are added to agenda items will accumulate and even after an agenda has been completed, you can still refer back to all of the notes for that agenda item. That is a super helpful feature for long-term projects. Hopefully this is helpful!
