Reset Password button when editing user not there

Some accounts of the organization do not have the "edit Password" button when editing the account of the user, is there a reason why this happens, also for some reason, some accounts when created via csv file do not receive a welcome email to set their new password?

Please advice if someone has an idea of why this happens
