When you are ready for your users to view your program, you can publish a program. Active courses appear only if the program is published.
Publishing your program immediately sends a program email invitation to any users added to your program. Learn how to find users or find groups to add to your program.
Notes:
• All courses within a program must be published before you can publish the program.
• You cannot unpublish programs at this time.
• Some features may be restricted based on permissions for your user role.
Open Author Menu
In the Global Navigation menu, click the Author icon. Then, click the Live Programs menu option.
Note: The Global Navigation menu may differ depending on what is enabled in your account.
Open Program
On the Programs page, click the name of the program.
Publish Program
Click the Publish button.
Note: All courses within a program must be published before you can publish the program.

It is not clear what the behavior is when republishing a Program. Is everyone notified again through Bridge? Are the changes visible to everyone already in the Program or only those newly assigned or reassigned?
The options used in the Courses on publishing changes do not seem available for Programs making the results of hitting publish on a Program that is already in progress unclear.
